The first boss... would be the undead dragur lord at the end of the dungeon? If so, make sure you've stocked up on potions, and if you have enough money for the healing spell, buy it (from mage in winterhold) remember to block, and if you have a shield, bash him when he's about to power attack or shout.

As for the title of this question, strategies, I'll try to explain how to create and develop the "perfect" character.

You can't "max out" a characters perks... though you can have 100 in all stats, you have to "settle" on which perks you will choose to have.

Race:

Besides the special power(s) granted, race isn't as big of a decision as you may think. The reason being is because your races "strengths" (high elves are said to good at magic in their info) only benefit you by increasing your starting level in certain skills. So if you wanted to be a pro stealth killer, you can be any race you want. All the races strengths do is give you a little bit of a headstart in a skill. As far as special powers/effects, Orc and High Elf are your best choices depending on your combat style. Orcs have the ability to deal double damage and take half damage once a day, and high elves basically get unlimited mana for 60 seconds twice a day. The other race powers are pretty bad, and as stated before, the powers are really the only difference between races.

Stats:

As stated, you have a limited number of perk points to spend, so if you want to excel in combat situations, Hibrydding is the way to go. No matter your race, it is absolutely stupid not to utilize your magicka AND stamina bars in combat. The best thing to do is spend about 2/3 of perk points in either combat or magic fields and then 1/3 in the other. This way you can always be using both bars in order to finis ha target off as quickly as possible. Now, depending on your preference, you can spend some of the points in the stealth field, for sneak attacks, and perks that will benefit you financially. (money isn't a big issue later on in the game.. its everywhere, so focus on combative perks.)

Honestly, there is no perfect character, but for superior, debatebly best character in combat, I'd be an Orc, with alteration perked up in order to cast protective skin spells, and then with combat skills up (one handed, dual wield, or 2h depending on preference.) Sneaking can only go so far...so focus on straight out fighting. The only other equal would be a full out mage (i know, i know, not hybridding but this is the only case where there's an exception) wearing robes that recharge mana quickly, and having the alteration perk that makes your protective spells up to 6x stronger while wearing robes.
