Why is Bethesda waiting so long to announce The Elder Scrolls V?

Oblivion came out in 2006. They said they had some "secret" announcement at this year's E3 IIRC. But they never delivered! They got everyone's hopes up thinking they were gonna announce TES:V!!!! Why must they toy with us like that?Why is Bethesda waiting so long to announce The Elder Scrolls V?
It takes time for Bethesda to develop a massive game like The Elder Scrolls 5, much more than other types of games. They have to have a working beta ready before they can actually show it to the public otherwise they have nothing to showcase except abstract concepts and ideas which doesn't really mean much. Now that they have Fallout 4 to worry about as well, I think it may take a little longer before a prototype TES 5 is ready.Why is Bethesda waiting so long to announce The Elder Scrolls V?

The gaming industry can't deliver like it used too. Games cost an outrageous amount of money to make and with alot of companies handling multiple projects they have to split there schedules. Like they announced Bioshock Infinite with videos, but it won't come out until 2012. Sometimes they get delays and have nothing to show or want more time to tweek things. When has there ever been and E3 without disappointments?Why is Bethesda waiting so long to announce The Elder Scrolls V?
Unless anyone really work for Bethesda, I dont think anyone can answer this question fairly but in my opinion I think it is because Bethesda is focusing on the Fallout series
